OPERATIONAL PROCEDURES
REGARDING HIGH SCHOOL STUDENTS
The Southeast Missouri Regional Tech Prep Consortium has established the following procedures regarding the operation of the Tech Prep 2+2 programs:
1. There is a formal, written articulation agreement between Mineral Area College and the Area Career Center or comprehensive high school for each program offered jointly by the two institutions. These agreements are available for inspection at Mineral Area College or at any of the participating secondary institutions.
2. Each program area shall have an active Advisory Committee with representation including appropriate business/industry personnel. The Committees shall meet at least annually to review and make recommendations concerning curricular matter, equipment, software, graduate job placement, personnel, etc.
3. Tech Prep students should be in a four-year high school course of study which includes a pre-planned sequence of courses involving one of the six following Career Pathways:
Arts & Communications
Business Management & Technology
Health Services
Human Services
Industrial & Engineering Technology
Natural Resources
4. Each Tech Prep 2+2 program has certain prerequisites and/or co-requisites.
5. It is the responsibility of the Area Career Center or comprehensive high school to ensure that all Tech Prep enrollees meet program prerequisites/co-requisites and that completers of the secondary component have mastered the career and technical competencies at the levels specified in the articulation agreement. Area Career Centers may require that sending schools furnish transcripts for those students pursuing a Tech Prep curriculum.
6. Mineral Area College waives tuition for course credit earned as a high school Tech Prep student. Students are responsible for the normal Application for Admission fee.
7. Technically, secondary Tech Prep students are dual enrolled for high school and college credit. High school grades are reported as required by the local school. The program instructor also reports grades to Mineral Area College for individual college credit courses which make up the articulated secondary school component of the Tech Prep 2+2 program.
8. Mineral Area College transcripts are created for each secondary student enrolled in college credit courses as a part of the Tech Prep 2+2 program.
9. There is no assurance that credit granted to secondary Tech Prep students will be accepted by another institution of higher learning.
10. Secondary students must be at least sixteen years old by January 15th of the current school term to be eligible for Tech Prep dual enrollment.
11. After graduation from high school, students must individually complete the College's normal registration procedures and pay the normal fees associated with enrollment at the college.
12. The "Carl D. Perkins Career and Technical Education Improvement Act of 2006" specifies that the Tech Prep program should meet the educational needs and provide equal access to the full range of technical preparation programs for individuals who are members of special populations, including the development of Tech Prep education program services appropriate to the needs of these individuals.
Pursuant to these provisions, the Southeast Missouri Regional Tech Prep Consortium has adopted the following procedures with regard to members of special populations applying for admission to Tech Prep programs:
